The Government of Malaysia issues work permits to Labuan company directors, reflecting Malaysia's flexible and pro-business policy for foreigners conducting commercial activities through a Labuan structure. The permit allows multiple entries and must be renewed every two years. Dependants — spouses and children below 21 years — are also granted work permits and may reside in Labuan or mainland Malaysia.

Applying for a Labuan Work Permit

Once a Labuan company has been incorporated, the director may apply for a work permit. The application requires preparation and signing of several documents, which are submitted to the appointed consultant in Malaysia. After approval, the applicant will need to visit Labuan Immigration in person to complete the issuance process.

Documents to Prepare

  • Passport-size photographs (white background) — 4 copies
  • Certified copy of latest passport (all pages, certified by Notary Public)
  • Certified copy of highest qualification (certified by Embassy or Notary Public)
  • 3-year business plan with financial projections
  • Personal résumé
  • Employment letter, letter of undertaking and statutory declaration — 2 copies each (leave date field blank)

The applicant must have an employment agreement with the Labuan company prior to application, with a minimum monthly salary of MYR 10,000.
